Steering, repetition, and mobile polish updates

• Typed Steer commands work properly again, including on private chats, and are now treated as hard requirements, not suggestions.
• Regenerate gives you a genuinely different take instead of a reworded copy of the last reply.
• Characters now stick to their author's rules much better in long chats, and drift back into forbidden behavior far less.
• Less repetition of pet words, and stray foreign characters no longer appear mid-sentence.
• Mobile: fixed the glitchy lines on buttons while typing, the flickering reply toolbar during streaming, and choppiness with the keyboard open.
